| dc.description | The purpose of this study was to find out how the perception of DKPP Surabaya and BSF larvae cultivators regarding the potential for cooperation between the government and private businesses or commonly known as Public-Private Partnership (PPP). In this study, BSF larvae cultivators are private businesses or called private companies and the Surabaya Food and Agriculture Security Service (DKPP) as part of the government or public companies. The existence of business cooperation with the government is expected to be able to connect BSF larvae cultivators with parties who need a supply of BSF larvae, among others, for making pellets and for direct feeding to their livestock because the government's connections and reach are wider than private individual businesses, of course with a production scale bigger ones too. The BSF larval cultivation method was chosen because of two important advantages, namely being able to convert organic waste into a sustainable source of protein so that this method supports the concept of a circular economy and is able to become an alternative high protein animal feed. This study uses a qualitative research approach with basic qualitative research. Data were collected by using open-ended question interviews and observation. The results of the study prove that both parties, namely the private sector/company and the government, both give a positive perception of the potential for the formation of this PPP. | en_US |
| dc.description.abstract | Tujuan penelitian ini adalah untuk mengetahui bagaimana persepsi DKPP Surabaya dan pembudidaya larva BSF mengenai potensi adanya kerjasama antara pihak pemerintah dengan pihak usaha pribadi atau biasa disebut PublicPrivate Partnership (PPP). Dalam penelitian ini, pembudidaya larva BSF selaku usaha pribadi atau disebut private company dan Dinas Ketahanan Pangan dan Pertanian Surabaya (DKPP) selaku bagian dari pemerintah atau disebut public company. Adanya kerjasama bisnis dengan pemerintah diharapkan bisa menghubungkan pembudidaya larva BSF dengan pihak-pihak yang membutuhkan pasokan larva BSF antara lain sebagai pembuatan pellet dan untuk direct feeding kepada hewan ternaknya karena koneksi dan jangkauan pemerintah yang lebih luas daripada usaha pribadi perseorangan saja, tentunya dengan skala produksi yang lebih besar juga. Metode budidaya larva BSF dipilih karena dua keuntungan pentingnya, yaitu mampu mengubah sampah organik menjadi sumber protein yang berkelanjutan sehingga metode ini mendukung konsep circular economy dan mampu menjadi alternative pakan hewan ternak yang tinggi protein. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan jenis penelitian basic qualitative. Pengambilan data dilakukan dengan open-ended question interview dan obervasi. Hasil penelitian membuktikan bahwa kedua pihak yaitu pihak private/perusahaan dan pihak pemerintah sama-sama memberikan persepsi yang positif terhadap potensi terbentuknya PPP ini. | en_US |
